Kirt Edgar, RN, BSN - Executive Director

Kirt Edgar serves as the Executive Director of Restpadd Inc. and Restpadd Health Corp., bringing a strong background in healthcare leadership and a deep commitment to mental health services. He is a graduate of Liberty University in Lynchburg, VA, and Simpson University’s School of Nursing, where he developed both the clinical and administrative foundations that guide his leadership today. With extensive experience in a variety of healthcare administrative roles, Kirt is especially passionate about psychiatric nursing and advancing quality care in behavioral health settings. His leadership is marked by a focus on compassion, operational excellence, and team development. Outside of his professional responsibilities, Kirt enjoys spending time with his wife and two children, as well as pursuing outdoor activities such as fishing and hunting.

Peter Cotsirilos, M.D. - Medical Director

Dr. Cotsirilos is a psychiatrist with over 33 years of clinical experience in the diagnosis and treatment of mental health conditions across diverse populations. He is a graduate of Stanford University and the University of Illinois College of Medicine at Peoria. Following medical school, he pursued residency training in psychiatry at the Illinois State Psychiatric Institute, where he developed a strong foundation in both inpatient and outpatient psychiatric care. Outside of his professional work, Dr. Cotsirilos enjoys walking, strength training, Pilates, and maintaining a nutrient-dense diet centered on grass-fed, grass-finished beef.

Wen-Chi Fan, MEd, MSN, DNP, ANP, PMHNP - Nurse Practitioner

Wen-Chi Fan is a Psychiatric Nurse Practitioner at Restpadd, where she has been providing compassionate, evidence-based care since joining the team in June 2015. She earned her Doctor of Nursing Practice (DNP) from the University of Washington in 2010 and brings over 17 years of dedicated experience in the mental health field. With a strong clinical background and a commitment to patient-centered care, Wen-Chi is known for her thoughtful approach to psychiatric treatment and her ability to support individuals through complex mental health challenges. Her work reflects a deep understanding of both the science and humanity behind psychiatric care.

Julia Ross, RN, LVN - Director of Nursing

Julia has over 16 years of nursing experience, and has built her career around compassionate, hands-on care across a range of settings—from mental health and geriatrics to ICU and hospice. She started her journey studying Environmental Toxicology at UC Davis, but soon realized her heart was in direct patient care. After earning her LVN in 2007 and her RN in 2020, she has worked in correctional facilities, telemetry units, and intensive care. Julie holds certifications in TNCC (Trauma Nurse Certification), NIHSS (Stroke Assessment Certificate), and ACLS/BLS/PALS (Advanced Life Support Across the Ages). She has also been a proud member of the Disaster Healthcare Volunteer Corps since 2009, including serving at the Paradise Fire evacuation center. Mental health is a constant thread in her work—because she believes that healing truly starts with a stable mind. Her greatest passion is hospice care, where she finds purpose in providing comfort and dignity at the end of life. She lives in Mount Shasta with her amazing 3-year-old son. They love hiking to waterfalls, playing trucks, painting, and singing. She is also a gardener, music lover, women’s group member, and former Japan-California youth ambassador.

Meg Shiflet , LCSW - Clinical Director

Meg is a Licensed Clinical Social Worker with over 34 years of experience in social services and psychotherapy. Her extensive background includes more than two decades in leadership roles encompassing management, administration, program development, financial and quality control, risk management, contract development and oversight, as well as clinical staff training, education, and supervision. She earned her Bachelor of Social Work from Texas Woman’s University and her Master of Science in Social Work from the University of Texas at Arlington. Meg joined Restpadd Redding in 2020 as a Clinician and quickly advanced through leadership roles, first as Director of Social Services and then as Clinical Director—a position she has held for the past four years. In this role, she provides strategic clinical oversight and fosters a culture of compassionate, client-centered care. Deeply passionate about mental health, Meg is dedicated to enhancing crisis services and is proud to contribute meaningfully to the work done at Restpadd. Her positive and collaborative leadership style informs the therapeutic systems, clinical practices, and overall environment within the facility, reinforcing a strong foundation for patient care and staff development. Outside of work, Meg enjoys quality time with her grandchildren and caring for her horses. She embraces mindfulness in her daily life and strives to live each moment with intention and purpose.

Jinny Wyer, J.D., MBA - Director of Finance

Jinny Wyer is a seasoned professional with over a decade of experience in the financial sector, bringing a strong combination of legal knowledge and business expertise to every role. She holds a Juris Doctorate from Purdue Global Law School, a Master of Business Administration from Western Governors University, and a bachelor’s degree in business management from Western Governors University. Throughout her career, Jinny has demonstrated a commitment to ethical leadership, strategic thinking, and client-focused solutions. Outside of her professional life, Jinny enjoys gardening, staying active through fitness, and cherishing time with her husband, children, and three German Shepherds. She values balance, personal growth, and the importance of family in a fulfilling life.

Brandon Louck, PHR - Director of Human Resources

Brandon Louck a seasoned Human Resources professional with a Bachelor's degree in Business Administration and a PHR (Professional in Human Resources) certification. He has over a decade of experience in the healthcare industry, including four years specifically in the mental health sector. Known for his strategic insight and people-centered approach, Brandon has supported organizational growth and employee well-being through effective HR practices, compliance, and leadership development. Outside of his professional life, he enjoys reading and spending time outdoors with his wife and two children, embracing balance and connection both at work and at home.
